Registration in the population register

Registration in connection with moving

Everyone who moves to Norway from another country, between two Norwegian municipalities, or to another place in the same municipality, is obliged to notify the population register within eight days. The population register is part of the tax office. When you move to Norway, you must go to the tax office.

D-number

If you are staying in Norway for up to six months, you will be given a D-number. This is an identification number for all foreign nationals who live in Norway for up to six months. Among other things, the D-number is used when you apply for a tax deduction card. Foreign workers who come to Norway must go in person to a tax office to get D-number. Remember to take your passport or approved ID card (if you are EEA national).

Personal identity number

As a rule, personal identity numbers are given to persons who are born in Norway or who are registered as settled here. A personal identity number may also be given to Norwegian nationals who live in another country when it is a condition for them being issued a Norwegian passport. Foreign workers who come to Norway must go in person to a tax office to apply for personal identity number.

Documentation that is required when notifying a move to Norway (stays over six months):

• A passport or other approved ID for Nordic or EEA nationals
• Documented grounds for residence, such as:
- a residence permit for six months or more
- a registration certificate for EEA nationals
• Documentation of the period of residence, such as:
- an employment contract / written offer of employment for more than six months (in the case of assignments for staffing enterprises you must have a confirmation of an assignment lasting for six months or more)
- a contract for the lease/purchase of a house/apartment
• When moving together with children under the age of 18
- for Nordic nationals with children under the age of 18: if both parents have not signed the notification of the move, the person in question must bring along a declaration of consent from the parent not present or documentation of parental responsibility from his/her home country
- in certain cases, an approved marriage certificate/birth certificate must be brought along.

 

Everyone who wishes to notify a move to Norway and everyone who wishes to get D-number must go in person to one of the following tax offices:

Tax Norway East:
Oslo, Sandvika, Lillestrøm, Gjøvik, Fredrikstad, Hamar and Tynset

Tax Norway South:
Drammen, Kristiansand, Skien, Tønsberg, Gol, Lyngdal and Arendal

Tax Norway West:
Førde, Sogndal, Bergen, Haugesund, Egersund, Stavanger, Nordfjordeid and Odda

Tax Norway Central Norway:
Trondheim, Ålesund, Kristiansund, Namsos, Steinkjer, Molde and Hitra

Tax Norway North:
Kirkenes, Hammerfest, Alta, Tromsø, Harstad, Bodø, Mo i Rana, Brønnøysund, Svolvær, Vadsø, Sortland and Narvik
