Settlement in Norway and Norwegian identity numbers

Here you will find out what it means to be registered as resident in Norway and what you need to do in order to be issued a Norwegian identity number.

Norwegian identity numbers (national identity numbers and D-numbers)

An identity number is a unique number used to identify you and provide you with access to a range of services in Norway. There are two different types of identity number:

  • D-numbers
  • national identity numbers

You cannot apply for a national identity number or a D-number. You will be issued with a national identity number if you are registered as resident in Norway. You can be registered as resident in Norway if you are planning to live here for more than six months. Further information on this is provided later in this article.

If you will be working in Norway for a short period and require a tax deduction card, you may be entitled to a D-number.

Will you be staying in Norway for six months or more?

Coming from the EU/EEA

You must register when you arrive in Norway. You can do this by booking an appointment with the Norwegian Tax Administration. If you have electronic ID, you can notify them of your change of address online and upload the necessary documentation before your appointment.

If your change of address is approved, you will be registered as resident in Norway and receive a national identity number. If your change of address is not approved, you will not receive a national identity number. If you already have a D-number, you will continue to use this. If not, you may be entitled to a D-number if, for example, you will be working in Norway for a short period.

Coming from outside of the EU/EEA

The UDI will notify the Norwegian Tax Administration once you have a residence permit. The Norwegian Tax Administration will assess whether you should be registered as resident. You will receive a letter once your case has been processed.

Moving to a new address in Norway

If you are moving to a new address in Norway, you must notify the Norwegian Tax Administration. The Norwegian Tax Administration must have the correct address in order to send you important information.

Leaving Norway

If you will be living abroad for more than six months, you must notify the Norwegian Tax Administration. This applies if you are resident in Norway and have a national identity number.

If you have a D-number and will be leaving Norway, you should register your overseas address with the Norwegian Tax Administration. This means you can be contacted when necessary, for example in relation to your tax return or pension payments.
